This patch series align the mainline driver with all changes since 19.11
some of the patches are fixes which should be pushed to stable

There are MANY checkpatch and git log issues. Please install aspell
and set the DPDK_CHECKPATCH_CODESPELL
proper dictionary.txt value and run the following and fix the genuine issues.
