  The internal config structure is a hodgepodge of earlier
changes and has lots of holes.
	 - convert boolean flag values to bits
	 - rearrange to eliminate holes
	   saves one cacheline.
	 - don't use docbook comment on internal structure
	 - put the big arrays at the end for better locality
