[dpdk-dev] doc: announce ABI change for extending filtering support

  Current filtering support will be enhanced to accommodate support
for Chelsio T5 hardware filtering support.

They were already other ABI changes planned for flow director.
So it doesn't hurt to merge this announce, and we'll with the coming patches
if the new flows can be accepted.
