TCP/IPv6 GRO can help improve TCP/IPv6 performance.

With this enabled in DPDK, OVS DPDK can leverage it
to improve VM-to-VM TCP/IPv6 performance, it will merge
small adjacent TCP/IPv6 segments to a big TCP/IPv6 segment
immediate after they are received from a physical NIC. It
is very helpful in OVS DPDK VLAN use case.
