We are wrongly freeing up a filter in the driver while it is still
configured in the HW. This can cause incorrect L2 filter id to be
used for filters created subsequently.

This filter will be cleared on cleanup anyway.

Fixes: 5ef3b79fdfe6 ("net/bnxt: support flow filter ops")
