[v4,0/3] add AES-CMAC support

  This patch add support for AES-CMAC, moreover update QAT documentation
and enable tests for AES-CMAC.

- moved the capability changes from patch doc/qat to patch crypto/qat

- added AES-CMAC to the capabilities list
- updated release note for 18.11
- updated qat.rst file
