    "content": "This patchset is to enable testpmd on windows. It mainly includes:\n- Enable building libraries on Windows that testpmd depends on\n- Add necessary macros required by testpmd on Windows in rte_os_shim.h\n- Add device event stubs for Windows\n- Resolve name collisions with Windows types\n- Add clock_gettime in testpmd on Windows\n- Fix parse_fec_mode to return fec_capa instead of mode\n- Replace POSIX specific codes\n- Disable unsupported Apps build on Windows\n- Enable testpmd build on Windows\n\nFuture work:\n- Some issues discovered at validation need further investigations\n  * Perf inconsistency: TPUT fluctuated significantly from runs\n  * After traffic stop, port stats shows pps being 0 while bps not\n  * mempool allocation only succeed with native.
