While reviewing the API, I found out some discrepancies in the mbuf documentation that I tried to fix. I also noticed that the net/hns3 is really similar in its internals and aligned its implementation. As I touched testpmd csumonly engine, this series may break other vendors outer offloads, so please vendors, review and test this ASAP. Thanks.
