switch techboard meetings from IRC to Jitsi

I wonder whether we could keep IRC just for keeping track of the votes.
Advantage over Jitsi chat is that we can keep track of the votes.

I preferred having full irc logs, for the instances when I could not attend.

We could make a note of this in the meeting minutes too. It is an additional step to login to IRC.

Yes the meeting minutes should be enough for those who cannot attend.

I will send a v2 specifying we keep IRC open if needed
(without mandating to use it for votes).

If you prefer to make votes mandatory on IRC, please comment on v2.
